If you type Mind Control into a search engine it will turn up a whole bunch of things, mostly government tecniques and stuff. It usually requires hypnotism and/or torture...so you'll either have to practice it a lot or practice it on a very willing person!!
As for weather control, try checking the archives for "cloud popping." I think it involves staring at a cloud and watching it sort of melt/dissolve away like water on ice cube. Or something like that... : )
