Yeah, Ska is right. Start with disolving clouds. Next try creating clouds. If you can do both of these very well, the rest is easy...unless you want immediate changing of the weather. That was the same theory I used whenever I wanted certain weather on a certain day, at a certain time.
It's been a while since I tried it. The last time wasn't on purpose, but it did work.
